Inglorious Czech presidency of the EU, general economic recession, Hungarian financial problems, corruption, difficulties in law enforcement and public manifestations of radicalism. These are just some of the headlines from Central European region, which you might remember from the near past. Three out of Visegrád 4 countries - Hungary, Czech Republic and Slovakia - are holding elections in the coming two months. Hungarians voted last weekend in the first round. The concentration of this possible turning point in politics is an interesting opportunity to stop for a moment and consider the development in Central Europe during the last four years - with all its complexities.

Lagom till vårens ankomst till Baltikum anlände jag till Litauens huvudstad, Vilnius. På jakt efter både nytta och nöje ville jag se med egna ögon vad som var på gång i landet som kämpat för självständighet under stora delar av sin historia. Under de följande tre dagarna blandades intrycken med resultatet att vissa av mina frågor besvarades medan nya väcktes. Det som kanske främst fångade mitt intresse var stadens många kontraster och de kulturella skillnader som uppdagades när man fick chans att träffa och bo tillsammans med några tvättäkta vilniusbor.

I’ve spent the last years of my life studying political science at the University of Lund. In line with my personal preference, I’ve chosen to focus my studies on Europe and the workings of the European Union. Yesterday I attended a dinner party at a friend’s house and, being the resident EU-expert, I was asked the name of the president of the European Council. As I sat there, shocked at the fact that my brain could not so much as produce the image of the man filling the supposedly highest formal position of the EU, I thought to myself - I’m pretty sure it’s Henri… or Harry Something…

Turkiets väg mot att bli medlem i EU har varit lång och ser inte ut att nå sitt slut inom en överskådlig framtid. Landet sökte medlemskap 1963, i dåvarande EEG, men togs emot som kandidatland först 1999. Sex år senare påbörjades medlemskapsförhandlingarna och Turkiet har sedan dess kämpat med att uppfylla de krav för medlemskap som EU ställt upp, de s.k. Köpenhamnskriterierna.

On the 1st of December, the European Union’s new treaty, the Lisbon Treaty, entered into force. Appropriately enough, a lecture on the implications of the new Treaty was held in Lund the following day by Mr Henrik Norinder. Mr Norinder, who has a background in European and Swedish Constitutional Law and who has specialized in Competition Law and Internal Market Law, teaches EU Law at Lund University and is an associate at a law firm. During the lecture Mr Norinder gave a brief background of the Lisbon Treaty and highlighted some of the innovations in the document that from now on will constitute the legal basis for the EU. The lecture ended up in a discussion about whether the Lisbon Treaty could be seen as the creation of a ‘United States of Europe’.

Utrikesperspektiv nr 2009 kom ut i slutet av oktober med ett lite nytt upplägg och nytt utseende. De nya redaktörerna Felix Bengtsson och Mårten Berg har tillsammans med sin redaktion satt en ny prägel på vår omtyckta papperstidning. I fokus står EU och världen och bland annat diskuteras Lissabonfördraget, EU:s roll i relation till ett växande Kina och europeisk identitet. Utöver det kan du också läsa en intervju med Shirin Ebadi och fördjupa dig i två kunniga journalisters tankar om Israel-Palestina konflikten.

Chancellor Angela Merkel
When the German voters had their say in the parliamentary elections on Sunday, 27th September, they re-elected their chancellor, Dr. Angela Merkel, but they explicitly rejected their government. In 2005 no majority could be obtained by either the left or the right bloc and consequently a grand coalition of Christian Democrats (CDU) and Social Democrats (SPD) had to be established. In this year national poll most of the voters casted their ballot for Merkel’s conservative CDU and the German Liberal Party, which together will be able to constitute a government for the upcoming four years. Despite this unambiguous outcome, the elections require further reflection on its effect on party constellations and on a Social Democrat Party being in a sorry state.
